Bater, retired in 2022 as a division-level leading cadre, is a member of the Communist Party of China, and holds a degree in law from the Central Party School. He currently serves as the Party Branch Secretary of Shanghai Haoxin (Hulunbuir) Law Firm, Chief Legal Consultant Expert of the Hulunbuir Municipal Political and Legal Committee, a member of the expert team at the Hailar District grassroots legislative liaison point, and an arbitrator of the 5th Beihai Arbitration Commission/Beihai International Arbitration Court. He began working at the Xinbaerhu Right Banner People's Court in Inner Mongolia Autonomous Region in December 1983. In July 2002, he was appointed Director of the Enforcement Bureau of the Manzhouli City People's Court in Inner Mongolia Autonomous Region, Vice President of the Manzhouli City People's Court and concurrently Presiding Judge of the Zhalanor Court. In February 2007, he was appointed President of the Ewenki Banner People's Court in Inner Mongolia Autonomous Region. In August 2017, he was appointed Party Secretary, President, and Level 3 Senior Judge of the Chenbaerhu Banner People's Court in Inner Mongolia Autonomous Region.
